Does Windows 8 Come With A Video Editor?

I have just got the kit to record my VHS to DVD using Pinnacle software, and now want to take snapshots of stills to share and print. My old XP had a built in editor for the most basic tasks if the format was compatible, but I've just switched to Windows 8 and can't see anything there which edits video. Is there one lurking in the existing equipment (it has media suite as a tempter but none works unless you buy it) or should I download something free you can recommend (not AVS as it leaves a watermark).

Oh dear, I appear to be stuffed. Both my DVD camcorder and my new software saves in VOB format. I just tried Virtual Dub which is free and designed to do this, but like Windows it doesn't accept VOB files (despite them being extremely popular formats). I do remember having a free converter program once which could save it as WAV or FLV and then import it to the editor, does anyone have a free capture program for VOB, if not a free VOB- other converter? Thanks.

Update, I remember this now from XP, I needed to use Prism to convert and then it worked happily with most editors. I already have Movie Maker on the PC but believe it or not no shortcut or program entries (or Essentials) and raises nothing in search, although it is on add/remove programs. If anyone knows a way to find a program apparently present but not raised by search I may have the required software to go ahead.

I use Avidemux and Format Factory for my editing, etc.
Google for them both, they are FREE.

All sorted, got the old Prism/Video Pad combo again, recommended to anyone else using VOB files

Thanks everyone, I found I also had my old Ion software from another bit of gear and that takes snapshots as you play the VHS without any more ado. The Pinnacle pre-edits the view as well so I can enhance the video footage, but am now using Ion for snapshots.
