When you measure for curtains, do the sizes on the packet represent the size of each curtain or the size of the wndow?

when i got mine it was the size of each curtain
The sizes shown refer to the size of each curtain. Of course, you have to take into account gathering, so a reasonable width for curtains is usually about half as wide as the window again, or in other words, for a window 60" wide, you'd need curtains that were 90" wide in total, i.e., 45" each.

I'd say you need twice the width of the window for a curtain to look good and not like you couldn't afford one to fit. So to use snook's example for a window which is 60" wide each curtain should measure at least that. If the fabric is not heavily patterned you could use two and half times the width. You should take into account the type of heading as well.
