Do you watch the likes of Emergency Bikers? at times the deal will mainly the youth getting --issed mainly on a weekend & ending up at A&E, should they be charged for their medication treatment?

No. A great deal of illness/accidents can be in some way attributed to "self infliction", it is the slippery slope to charging a cancer patient because they smoked when they were 15, or overweight, etc...
No, for the reasons given by the Ed. It isn't always clear where the blame lies anyway, or what contribution each party has made.
Additionally many of these youths will not have the resources to pay for their treatment. Means testing it would be silly

Hopefully those injured will learn from the experience.

I have being saying yes for years and big fines for all the police time and chaos they cause
