Making An Interactive Cd Rom...?

How do you do this?

I don't mean content, I mean how do you make it function, add the buttons links, save it to disc etc

is there some software that can help you make these?
something that you basically put all your content into the relevant sections, pick a template, adjust it a bit etc

also can you view these without a disc? by copying it to a desktop?
(I cant remember last time i used one)
