Ne neighbour, has a sweet little yorieterrier, takes it everywhere, but why, oh why, does she allow it to sit on her lap whilst she's driving?

Yes, taking an Irish wolfhound to kennels, I suddenly found a large head appear in the front, followed by two front legs and a torso, as the dog decided to join me, having demolished the dog guard. I have a certain sympathy. But opting to have the dog on your lap is illegal (failure to keep proper control of the vehicle) and dangerous
