Mock Orange And Pigeons

The pigeons are wrecking the mock orange by pecking all the new flower buds off. Can anyone suggest a means whereby I can stop this happening? Last year all I had left were spindly little branches which were totally bereft of any flowers and leaves. The same thing is happening again. Thank you for any helpful suggestions.

A hawk or falcon 'kite' suspended near by might work.
We have a mock orange and havent seen any pidgeons on our one.
We have a philadelfia mock orange if that makes a difference x
I thought this was a recipe till I read on....

Maybe that's the answer. Net the pigeons, wring necks, clean and freeze till needed. Then make a tart orange jam to accompany them.
