If it was viral or chemical it will have passed through your body in a few days.
Your local Environmental health office are unlikely to do a full inspection of the premises on the basis of one person's symptoms.
If you had diarrhoea approximately 12-24 hours AFTER eating food from the premises then it is possible it came from there (tho not certain). Sickness only after 2-3 hours of consumption then yes, especially if you had rice.
Otherwise diarrhoea after a few hours is very unlikely to be bacterial food poisoning.
Remember ~2/3 of food poisoning occurs in the home!
