Relative And Absolute Excel Cell References

I need each column in one Excel worksheet to be listed in rows in another sheet.
Instead of copying and transposing each column I set the first row in Worksheet 2 to contain = formulas referring directly to equivalent cells in worksheet 1.
How to I copy down those rows keeping the row numbers as an absolute reference and the columns as relative references?

If you preface the row numbers with a $ symbol then they stay absolute.
