Can somebody illustrate to me how the above get into UK and then get away with begging in the streets. I know if you want to emigrate to Australia you have to prove you have money etc. thanks have been wondering about this for quite a while.

Yes, the news and papers report negative stories.

Does anybody know when "hate" became a catchall, throwaway word for holding a contrary point of view?

It's a case of people's concerns, peoples whom are let in, & what people can see & the Government can not Trigg.
travel on the London Tube and you will get accosted by women with babies or toddlers in tow asking for money and indicating they want it to feed their child.
Conn..because IMO because this country allows it..simple. I have seen the begging, friends who travel on the railway do too even on the trains...let alone near stations. We seem to let anyone in here and believe me I've experienced that and a close family member who has to deal with some says how's rife it is. Hopes that that's answered the question...the next one should be how the heck are we going to stop it?
If they are from the EU we have to accept the rules about free movement of people within the EU. We are equally free to move to Romania or Lithuania (say) to beg on the streets there. Maybe it reflects the level of generosity here towards beggars and the degree to which councils and police tolerate begging.
Another factor is of course benefits and the NHS. However much we moan about cuts to benefits (and the NHS) our benefits system must seem more attractive to those migrants who choose to come to claim benefits.
