On my PC I can use the ALT key and the number pad to insert symbols, is there anyway I can do this on my laptop (it does not have a number pad)

On my laptop, pressing NumLk turns part of the keyboard into a number pad (789,UIO,JKL,M). Then pressing the Fn key with one of these keys gives a number. If you want to do what youask, I assume that you will then press ALT+Fn+the appropriate key. I can't try it because I don't know which codes/characters you are typing. If that doesn't work, try the Fn key before the ALT key. I'm assuming that all these keys will need to be held down so you'll have to be dextrous! (dexterous?).

You might be better using the accessory - Character Map (if in Word, you can use Insert ... Symbol)
