You can, of course, insure against just about anything which isn't a 'dead certainty' (by persuading an insurer to create an individual policy specifically for your needs) but, where the likelihood of of the event [which is insured against] actually happening is quite high, the cost of the policy would be close to, or even more than, the amount which would be paid out.
Be honest: Would YOU offer to pay out on an insurance policy if it rained in N.E. Scotland? I doubt it!
