I want to paint a newly constructed breeze block wall with Sandtex but what will be te best stabiliser to use? Is there a cheaper alternative to a proprietary brand of stabiliser?

You only use stabaliser if there's a problem with the substrate. I'd thin the 1st coat by 20% then give it a full strngth coat when it's dry. Using a sheepskin roller will make painting much easier.
