Did the school handle this is in the best way ? It seems to me that common sense went out the window when this young boy wanted his lunch. Yet the school seems to be entirely unfazed.

At our school , and probably this one, they use Parentmail where you can top up your dinner account via debit card. I put £20 on at a time which usually lasts around 8-10 meals. I was very stressed one monday morning, thought I'd topped up the account the week before so just left it. Son came in at teatime said he had no dinner because he had no money on his account. I phoned school livid they said if he's come nito the office they would have put an overdraft on his account to see him through one meal. We got it resolved and I learned a lesson. It was different in Primary school as you paid weekly. At Senior school they use biometrics so if no money in account no food.
