Unwanted Program

I keep getting a popup on my laptop from something called RegClean Pro which tells me I have a multitude of errors on my laptop but the only thing I have a problem with is this annoying popup.I have gone to programs and features and tried to uninstall it but it refuses to uninstall,I have also got a short cut which I didn,t install when I try to delete it I get another popup asking if i,m sure I want to delete and in the same box i,m asked if I need more information and the options yes or no can anyone help.

Try starting in safe mode then run your virus scanner then try uninstalling again.

Download and run Malwarebytes

Clean anything it finds and BEFORE you restart the computer, turn off System Restore - as some nasty's reload themselves from System Restore.

Restart the computer and scan again.

Only when it is clean turn back on System Restore.
