Insects On Hydrangeas

Earlier this evening, my son was showing me an insect that is rife on his hydrangeas. I tried to google to identify it but with no luck. It's about 3/8" long, white and flat. It's not noticeably doing any harm but I've never seen anything like it before. Can anyone help identify it please?

It could be Hydrangea scale, which is in itself a pest. Do they move at all, asin from one part of the plant to another?
