What Is This Game?

Hi all,

when i was younger my dad had this game on his computer at work, i think the game came on it?? Anyway, it was a 2d game it was around mid 90's or late 90's and you had to run a hotel. All the people were black silhouettes and you could build more rooms and put in more lifts etc.
can anyone name this game?
