I have a colleague at work who wants to register the club he belongs to on Facebook. Does he need to join or can he just register the club

No, he won't be able to register the club without joining Facebook. If you're already on then you could run it on his behalf, but you'd have to be signed in for him to edit the page and put on any information necessary.

He knows he has to join facebook but does he have join as an individual (and then add the club) or can he join in just the name of the club

he can just join in the name of the club, as ummm said
