Possibly 80's song

I am desperate to find out the artist and title of this song. I think it was maybe early 80's. It was a black singer/group and the beginning of the song went like "Girl I've been watching you" Later on in the song I'm sure it said "I'm gonna give you everthing that you need"

Any ideas please? - sorry it's not much to go on.
