Brother Doing The Double, But Doesnt Care

my brother is doing the double 4 months now, he gave a false nat insurance number to company at start but 3 weeks ago he got his pay slip with correct ni number, he knows hes in wrong and get caught but wont sign off. what will likely outcome be, if he signs off now could he be ok if he pays back, will try get him to see sense as he is just after getting married etc and i dont want him jailed. he is greedy but i have tried to explain hmrc will catch up but he doesnt seem to care.
