Company Of Heroes 2

Can anybody please tell how to get this game working. I have installed it through `Steam` on to my windows XP pc, and when I click play I keep getting the message, Performing the first time set up, Installing Directx runtime step 1 of 2, and step 2 of 2. After that it just does nothing. I have replaced the game twice now, and each time the same result.
