For the second year running the carrots which I grew from seed have come
up very small and very deformed, these were grow in pots and compos
what am I doing wrong?

If you are using the fibrous type of compost switch to a loam based one next year and grow a variety with short round roots like kundulus
If the green tops were healthy and large then you're likely using too rich of soil nitrogen wise... try mitigating the soil with some sharp sand or plain garden soil mixed in.
