How Do You Delete Apps On Iphone 4?

Have an iPad, and to delete apps I hold the app down till it 'shakes' then touch the black cross in the corner to delete, but on the iPhone, althought it shakes, no black cross appears. Any thoughts??

Settings - general - restrictions - turn delete apps 'on'.

As below but this doesn't work for any of the 'inbuilt apps'
