Is It Illegal To Walk Your Dog While Riding A Bike?

Saw a bloke in town yesterday. He was walking a husky-type dog on a lead while he (the bloke) was riding a bike. It was a busy city road, he was going quite fast and the dog was trotting rather than walking.

Has any offence been committed? Is this a normal way to train huskies?

you think thats weird -I've seem someone on our very quiet country roads driving a car with a sheepdog on a lead following -seriously!

Hope not, I've been taking my dog out for bike runs for years, on the cycle path, nowhere near roads. Never on a lead, he runs at the left of me, stops straight away when told. Never been a problem.
