19, TAKE THAT
15a Govern - in (hedged by) "...jumpin G OVER N ine"
9a Take that

27a Mank cat - 'Tom' (tailless)
To? Is cat (tom) without the end ( tail) like a manx
Apologies, ^...'Manx' lol
15 Govern
27 has been explained before. A Manx Cat has its tail cut off. Another word for a cat is Tom. Cut the tail off and you have To, as per the clue.
27a) because it is TOM without the tail letter
Er, cut off ^^^^ NO!

From Wikipedia, the free encyclopedia
The Manx cat (/ˈmæŋks/; Manx language: kayt Manninagh), in earlier times often spelled Manks, is a breed of domestic cat (Felis catus) originating on the Isle of Man in the British Isles, with a naturally occurring mutation that shortens the tail.
