If you have a contract phone and don't pay the bill can the bar the phone even if it has a pay and go sim in on another network?

The supplier gives you the phone on the agreement that you pay the agreed amount monthly for a period of months ...usually 12 or 24.
If you want to end the contract and keep the phone you just ask the supplier how much it will cost to terminate the contract early.
If you decide to have the phone unlocked yourself, you may find that it can't be done by an unlocking service as the phone is blocked, and will be until the end of the contract.
If you do manage to unlock the phone and install a PAYG sim card, you will still be liable to complete the monthly payments until the end of the contracted period.
If you choose not to pay others will advise you better than I can, but it goes something like blacklisting, bad credit rating and debt collection people knocking at the door.
