Got too many of them in my area. Do the drivers not consider wheelchair users?

I'm slightly irked, however, what consoles me is the damage they are doing to their vehicles as they launch to their landing pad from a 30ft distance :-)

The road outside the local Plumbing Centre has double yellow lines. Customers (quite busy) , park with all four wheels on the pavement. Surely not legal ??
I always understood that it's ok to park partly on the pavement provided there was still room for a wheelchair or a pram to pass. One of my neighbours was in a wheelchair and very aware of such rules and regulations.
Where my sister lives you're in a catch 22 situation.You either park on the pavement or you block the road. Its a matter of judgement leaving room for people to use the pavement and still leave room for cars to get by. what really annoys are people who have drives and still park on the road side.
