A man was seen walking around the garden of Buckingham palace, police challenged him, it turned out to be Andy. Why have the police apologised? they were doing there job.

does it also mean, anyone could just have said 'oh i'm prince andrew' and they'd have believed him, since they have no idea who they are supposed to be guarding anyway.
