Obliterate Part Of Picture
I have a picture where I have a need to obliterate/pixilate part. Can I do this with GIMP or another software which may be downloadable for free?

(If you want to change the area around part of the picture, select the inner area and then right-click on it to use the option to reverse the selection so that you can apply the change to the outer area).
The foregoing is based upon Photoshop (which I use) but I've played with GIMP on someone else's computer and I'm confident that the procedure will be the same.
