Is There A Way To Get The Numbers Or Names Of People Living In A Certain Building?

I met someone while traveling. We were into each other but the circumstances did not allow us to exchange numbers or addresses. We met in front of a building while he was waiting for someone and he was ringing a bell on that building. I thought it would be easier to ask the residents about him because clearly he knows one of them. Looking up his number in telephone directories is hard. I know the address of the building, so I just need to know information about the residents so I can ask one of them.

You could try the Electoral Register at the local council building or library. That will tell you the names of all adults living in the building.

However . . .
people can refuse to have their names published on the electoral register to prevent scammers and fraudsters from checking to see ( for instance) if someone lives alone. So you may not find all the names there. And it's no good trying to bribe the postman/postwoman.

To clarify a misunderstanding that seems to be present in Atalanta's post:
There are two versions of the Electoral Register.

The 'edited' version is available for sale (at a very hefty price) to anyone who wants it, such as companies sending out junk mail. It only contains the names and addresses of people who've not indicated, on their Electoral Registration form, that they want to be excluded from it.

The 'full' version is the only one which contains the name and address of everyone who has registered to vote. It's not available in electronic form to anyone other than the police, the security services and very few other organisations (such as credit reference agencies). However the printed version remains a public document and can be inspected by anyone at local council offices.

So (as long as the person you're seeking has registered to vote) their name WILL be on the (full) Electoral Register at the local council offices, even if they've indicated that their name should be excluded from the 'edited' version.

why not put a small card into the post box of ALL the residents explaining yourself with your number, maybe print a small pic of yourself on it, so he remembers you, and saying if they know him to pass this on?

because to be honest, you sound a bit stalkery and people may not answer you truthfully - i wouldnt - i would tell the guy first.
if this man hears you have been hanging around a friends flat trying to find him he will possibly be put off.

I failed to mention that we met in Paris but we both don't live there. He told me he was visiting his mother in Paris. He asked me out and tried to exchange info with me, but I was hesitant at the time and I did not get another chance to meet him.
I am not in Paris currently but I plan to go there soon, but I'm afraid it will be too long until I contact him. Plus, I do not know when he will be there next time. So, obviously, I cannot do the suggestion with the cards although it is a good one and I would have tried it if I were there.
I do not want to appear at all desperate or appear to be a stalker that wouldn't be the image at all I want to give him.
As for buenchico and atalanta's suggestion, I do not know if France has electoral registration, so do you have any idea about that?

you could find out the landlord and ask them to pass details on to residents


failing that - send various letters addressed to flat 1, flat 2, flat 3, flat 4 etc

The building is residential as in flats.
I really like your suggestion, but I do not know how to reach the landlord or how to send letters to the residents since I don't know their names.

If you can please suggest how to send the letters or how to find the landlord's info that would be great!

you don't need names! - like i said - address them to flat one, flat two etc - they will get put into the right mailboxes.

to a postman the names are irrelevant - its the address he reads.

I would guess how many flats you think there are - based on the size of the building and send a few extra - maybe address one or two to the 'building manager' etc.

Perhaps include a flyer in each one and ask them to put the notice up in the lobby also - one will surely do it for you.

Have just read your post. It sounds like something out of a book! I was wondering if you could address the letter to 'la dame anglaise dans l'immeuble' as I'm sure there won't be a lot! No, electoral role open to the public in France.

Another possibility is to see if there is a phone number. Type the address in Où, then click on trouver. However, if they're not in the phone book it won't come up.

Coccinelle thank you for saying this sounds like something out of a book. It makes me feel much better about searching for this man! I feel embarrassed for doing this lol!
Anyway thanks for your suggestion I found the names and numbers I'll give them a call. Hopefully no one will hang up on me!
