Please help to settle an argument.

If Prince Charles dies before the queen dies, who inherits the throne on her death?

One friend says Prince Andrew (and then his daughters) but the others say William, Charles' son.

Most people assume that William inherits the throne on the death of his father, but that will happen only if the Queen dies before Charles.

As soon as Prince William was born he superseded Prince Andrew and would take his father's place should Prince Charles die.
Drusilla's answer says it all but, if you're interested in the line of succession in more detail, the first 865 in line are listed here:

Chris
The person who thinks that Prince Andrew comes ahead of Prince William is a horrible traitor, and should have his head cut off with a scythe.
It would only require 59 people to die for our new monarch to be King Harald V of Norway (with the next 21 in line being members of Norway's Royal Family).

Wow, that's so funny. Only 59...

"Damn foreigneres, coming over here, taking our jobs, women, thrones..."

...only 59.

In England and Wales over 80,000 people aged 15-65 die each year.

If you include deaths outside of this age range the total is over 500,000.
