If you can devote 36-48 hours to putting her out pretty much every 60 minutes, you'll never look back. it's a question of putting absolute 100% of your time into this now, for a short period, and then reaping rewards for the rest of her life.
Put her out very very frequently, particularly after food or on waking, and make a HUGE fuss if she wees or poos, give her treats, make squeaky noises etc. If she messes inside (unlikely, with you giving her plenty opportunities outside), then just ignore it and clean it up quietly.
Works almost every time, provided you make the effort.
Most pups are clean if allowed to get out when they want to go. As others have said, regular and frequent trips out after waking, eating and playing are the best ways of allowing the pup to learn to be clean. Why are you using a litter tray? I have never known a dog to use one of these. Maybe you live in a flat and have no access to a garden?

And when you put your puppy outside to go - stay with them. Dont rush inside because its cold or wet. They will only want to come back in with you and this defeats the object of the exercise.
I went out with my dog so many times i thought i would be training him not to wait but in a relatively short time he was housetrained. The only thing i cant work out is how to i teach him to let me know when he wants to go.
Acorn, don't worry about teaching your pup how to let you know when it wants to go out that will just happen automatically when it works out that you want it to go to the toilet outside, it will let you know what signs it will use. mine walks up to me and just stares at me if I say be quick he will then run to the back door to be let out I didn't train him to do this he just did it himself all I did was take him out to go to the toilet he sorted out how to let me know he wanted to go
