Which makes
Leading trail curtailed, upsetting copper (6, 2 words) S _ T P _ T, but if Cato is wrong it is S_ _ P_T

The elderly walked animals round rear of street S T E P _ is surely Stept (variant/antique spelling of stepped) from bottom of street = t and sept = animals, but I can't find this in my dictionary!!

Leading ... is probably set pot. (It's an old word for a copper boiler, in which laundry was boiled.)

I agree - it is TOP TES(T) backwards, i.e. upetting

I'm going with CATO which seems OK and in the interests of finishing, STEPT it is.....
