Maybe she originated it (unclear because I wouldn't trust their interpretation of what she said anyway), but they jumped on it with glee and made a headline out of it because it supports their existing anti-PC stance. If she hadn't said it, it probably wouldn't be in the paper.
I think the real story, and what they should be asking is 'Isn't it terrible that people are so bl00dy ignorant about this issue that they'll sign a petition supporting it" rather than "Isn't it terrible that the all-pervading culture of PC makes people sign petitions like this".
There's a valid point about the corrupting influence of PC, but I don't think this story supports it. As I said, I think this is more about ignorance.
