Is it a sampler?

I have a wall hanging, which is made of fabric pieces sewn around the edges, made into a picture (very clever) and I can't think of how to describe it! Is it a sampler (not embroidered though), a collage or what?

It's definitely not a sampler because that was a way to display sewing techniques. It could be a collage but that is usually glued. Perhaps it's a quilt? Is it padded?

It is an Egyptian scene, with men and donkeys, made out of scraps of fabric, sewn together at the edges, making a picture, - a bit like a collage effect but with fabric instead of newspaper and yes, it seems to be slightly padded for a more 3D effect. Very effective! I just can't think of the word ..
Perhaps a fabric mosaic ???
