Help With Station Master's Costume For A 4 Year Old

one small boy really wants to be a station master. I'm trying to find a way to make him a peaked hat and find a whistle. I can do the red and green flags, but any trawl through pages of costumes for kids has drawn a blank. Any help or ideas gratefully received.
