I think we should recognise that two different things are being woven into the same thread here.
Because of the recent horrific rape cases in India, it has now become the focus of world attention, when in fact, it should be the USA, which has four times the number of rape cases per capita than India.
That's being mixed into this badly worded report, which at first glance makes it look as if this copper is saying, "Well, if you can't prevent rape, you may as well enjoy it".
Anyone reading that would jump to the conclusion (as I did when I first read it) that 'no wonder India is facing a problem if this is how senior policemen view rape"
This is not what he said.
I only clocked that after reading the article again carefully.
India is rightly facing flack over this, but it isn't the rape capital of the world.
