The fines should be so high to deter them from doing it ever again. Big problem is catching them. They do two things, deprive the worker of safety, as they won't be on the books, and deprive the exchequer of money in tax. They are fraudsters, not to mention the illegals should not be here in the first place. If they are failed asylum seekers, students who have long overstayed their visa, welcome, there should be much better checks on their visas. The capital and indeed many big cities can absorb them simply because it's a hard place to police in terms of workers, so those illegals could well be depriving a legit worker from getting that job, and that also applies to farmers and other businesses which can and do get away with using casual labour.
