No, it is not free - but it is normally quite cheap!

All numbers beginning with '03' are charged at exactly the same rate as call to a regular landline number (for example, London 020 numbers or Bristol 0117 numbers).

If you have any free call allowance or bundled minutes that covers landline calls, these will also include '03' numbers.
