Remove the flywheel on the Seagull to get to the points. The points probably just need cleaning but may also need a new capacitor. Some models have an access cover.
Presumably you have a remote fuel tank with a hose and a primer with connections either end for the Chrysler. When connected this should force fuel to the carb with the primer. The pump is operated pnuematicly from the crankcase pressure so you will not see this work until the engine runs. You may have a combined pump/filter.
If you cannot get fuel to flow check through the system. The primer maybe too old and stiff to work properly and the connections may be corroded or have swollen O rings. The fuel pickup in the tank may also be blocked or perforated.
We used to get loads of problems with oiled plugs on our 20hp. Definately either change them or clean them (and check the gap). Apart from stanleys ideas on the fuel, you have remembered to open the breather screw on the tank haven't you. Otherwise no air will get in the tank, so the fuel will not leave it (nature abhors a vacuum and all that!). Never had a seagull myself, but a friend said they were so simple, a wave could drown it and it would still start first time!, so hopefully not too hard.
