Seems to be fairly normal behaviour for business, but to me it'd be unacceptable to use the homeless in this way, however, the homeless themselves obvoiusly feel the need to support themselves in any way they can. But I can understand their wish to pursue any salary for any work, if they're managing to survive for the day, as when you're on the streets any pay for work is welcome.
so it would seem, i am very surprised, it goes on to say homelessness was mostly caused by the 1990's downturn, its mostly men, some quite young too. even so if they are being actively recruited, this isn't a good thing surely, how long will they survive? i would rather be on the street than digging down into this reactor.
