Yahoo! is primarily a search engine (like Google) but it also provides email services, etc. Talk21 was an ISP that's now part of BT. But it's web browsers that store favourites (or 'favorites' as Microsoft insists upon calling them, or 'bookmarks' as everyone else calls them) and you've not mentioned which one she's using!
As your neighbour has got Windows 8, I'll assume that she's using Internet Explorer 10 as her web browser (because that's what comes bundled with Windows 8). If she simply wants to create new 'favorites' then she needs the instructions here:
http:// windows .micros oft.com /en-GB/ interne t-explo rer/add -view-o rganize -favori tes#ie= ie-10
However if she wants to get the favorites from her old computer onto her new one she'll have to export them from the old computer onto removable media (e.g.a USB memory stick) following the instructions here:
http:// support .micros oft.com /kb/211 089
(I'm guessing that her old computer used Internet Explorer 8, which is covered in that article). Then she'll need to import them by using the instructions from my first link.
