radiators with flaking paint

I'm in the middle of trying to repaint radiators which were painted by the previous owner with non-radiator paint.


The paint is flaking off really badly..i sanded off the worst and cleaned it with wire wool, thinking that having removed the worst I could paint it with radiator enamel. But this didn't work..and the paint is still flaking. What should I do? strip off all the paint? and if so with what? Or sand again and prime the places where the paint flaked off?


All advice greatly appreciated!

I had this problem when I moved into my new house, everywhere was dark green! I used paint stripper then primed & sprayed
