Not sure whether it is a cover-up, but it does seem a rather insipid response to the claims - the investigator backed up the validity of the complaints, but said they did not fit the standard of evidence for a criminal trial, which does sound a cowardly cop-out.
And even though Rennard has been asked to apologise, he will not even do that. I can see why some might accuse the LibDems of cowardice at least.

The Libs have made a complete Horlicks out of this whole affair. They are now reaping the rewards of faffing around for nearly a year. I saw people being interviewed on TV last night, especially Ch4 News, and they looked pathetic. They should just kick this odious character out of the party and let him sue.

Well, he has been found guilty, at least by the standards of the investigation, which was not to criminal law/ court standards. His behaviour was deemed inappropriate, and he has been advised by the reports author, the leader of his party and the chair of the party to apologise.
