if a mother has been granted a prohibited steps order , residency order via the courts, the father has had his parental rights removed, can she legally change the kids surnames from the fathers to her own maiden name as appears on their birth certs, as she was not married to the father and both parents names appear on the birth certs, or dose she have to have it done legally via deed poll?

If his name is on the birth certificates, never mind what he might have done, in the UK he has to give permission for a name change until the children are adults. Then they can call themselves what they like.

Not without his permission.

There may come a time when he will have earned the right for visitation rights etc!!
