what's the best way to find a cheap flat in london around the tower hill area? tried gum tree and the london paper but i'm not having much luck. absolute max �170 a week including bills

That's going to be a challenge! Try going to the Tower Hill Tube station and visiting some of the local agents there. And...you may find that a couple of the local newsagents have cards posted on a board or in their window....far down below the adverts for a young TV or a French Polisher, etc.
