i know it's bad for the people in these areas but to add to their misery none of the homes will be sell-able after this

why? who wants to buy a house from someone that's now been flooded and looks like being repeatedly so for the foreseeable future
Probably will be expensive to insure as well.
Everything has a price, ivor.

Same with houses, cars, you name it.
That's assuming that any insurance company will be willing to insure properties that constantly run the risk of being flooded. I have friends who live by the River Ouse in York and they just cannot get any worthwhile insurance.
