problem with an owner and her dog, she lets this animal off the leash, it's a pretty monstrous animal to be let roaming around, size wise somewhere between bull mastiff, rottweiler, it growls and barks at other dogs, and is a very intimidating animal. I am pretty sure the woman is not a local, and i am worried about the children in the area, as she takes this dog into the local park and doesn't put it on a lead

Had a similar problem in a park near here last year. The first point of call is the Dangerous Dogs Enforcement officer at the local council. Unless the dog actually bites someone then call the police. I was asked to keep a record of when, days and times, the man (in this case) and his dog came to the park, it meant that the council could send someone out to monitor the situation when they knew this dog would be there. The man now controls his dog and has it properly muzzled.
