I've been reading recently about "brain drugs" or mind norishment and am interested at the possibility of repairing damage and growing new nerve endings etc..

I have used piracetam - http:// en.wiki pedia.o rg/wiki /Pirace tam. There seems to be quite a lot of clinical evidence for it's efficacy at treating a variety of neurological conditions, but it's effects are unstudied in healthy people.
It's available on prescription in the UK but is other unscheduled so it's legal to import from other countries. It is generally regarded as safe and is not neurotoxic, though it can cause headaches.
You should take a choline supplement too (it's a type of amino acid) and is vital in brain chemistry, but cannot be synthesised or stored by the body.
I will be honest, I did not notice any improvement in memory, however I was spectacularly bad at taking it and only managed to last four weeks. A friend swears by it.
Apparently you should play with doses of both piracetam and choline to get the best effect.

I am not a scientist and for a more specific and academic opinion to your post, I would suggest an Aber who posts as Lazzygun.
I have a "nodding " knowledge of nerve anatomy and regrowth which you have specifically mentioned in your post.
Cut or severed nerves can regenerate without drug assistance, provided that the sheath which envelopes the nerve remains intact......a sort of tunnel along which the regenerating nerve fibres guide are guided........this will always work.
Secondly if the nerve AND sheath are severed, providing that surgical apposition of the nerve endings are approximated, then this will work.
If a nerve is cut and the above two situations cannot be accomplished, then the nerve will not "regrow".....even with Nootropics.
That is the basic and simple principles of neuro-anatomy.
As far as memory and treatment of medical conditions....I have no knowledge or experience.
