My husband commented whilst watching the weather forecast on tv, that the southern half of Ireland is not covered by our forecasts, and should Scotland decide to breakaway from England and there is a definite Yes vote, would we still have the Scottish weather broadcast to us or will it stop at the northern edge of England.

no, the BBC has suggested it wouldn't have any duty to provide broadcasting to Scotland, so that would probably include weather forecasts. But people in border towns might still like to know what's coming towards them, so they'd probably say "Carlisle will be hit by a typhoon from the north this afternoon" and leave Scots to find out where it will be before that.
