I'd really like TWR to answer his question as I am baffled by the whole thread and am wondering what it is I don't understand.

There is presumably a concern at the root of the thread but I have yet to work out what it is.
I think he's saying that because we have to pay to put a car on the road that we don't actually own our cars, as well as the registered keeper doesn't have to be the registered owner.
what about a gun owner? if he/she contravenes the terms of the gun licence then the gun will be taken from him/her and destroyed. Anyone worried about that? same principle. Or a dog owner who's dog attacks a child, he owns the dog but it will be taken from them and put down, again same principle. This is just a waste of time, achieved nothing that was not obvious.
Thanks Ummmm, I understand your suggested explanation but fail to see how ownership of a vehicle and right to use on the public road are linked?!?!

I thought the distinction between owner and registered keeper was quite well understood too, although some recent threads have shown otherwise!
